Energy consumption across local authorities and sectors in the Greater West of England, 2023


This data insight describes total final energy consumption in the Greater West of England in 2023, using data from the Department for Energy Security and Net Zero (DESNZ).


Total final energy consumption measures the energy used by end users across domestic, transport, and industrial and commercial sectors.


Figures are shown in thousand tonnes of oil equivalent (ktoe). Breakdowns by sector and fuel type are also presented as shares of total consumption. Per-person consumption figures are included to enable comparison between areas of different population sizes.


The Greater West of England is defined here as Bath and North East Somerset, Bristol, Gloucestershire, North Somerset, South Gloucestershire, Swindon and Wiltshire. Comparisons are presented with England excluding London.

This visualisation shows total final energy consumption across local authorities in the Greater West of England in 2023. 

Values range from 145.3 ktoe in Cheltenham to 963.3 ktoe in Wiltshire. Higher levels are also recorded in South Gloucestershire (584.6 ktoe), Bristol (575.1 ktoe) and North Somerset (440.5 ktoe). Lower values are seen in Forest of Dean (166.6 ktoe) and Gloucester (170.5 ktoe). 

Gloucestershire as a whole (Cheltenham, Cotswold, Forest of Dean, Gloucester, Stroud and Tewkesbury) totals 1,209.5 ktoe.  

Overall, the Greater West of England records a total consumption of 4,377.7 ktoe.

In the Greater West of England, transport accounts for 41.2%, followed by domestic at 30.8%, and industrial, commercial and other sectors at 28.0%. 

In England excluding London, transport represents 35.7%, domestic accounts for 30.7%, and industrial, commercial and other sectors 33.5%. 

Transport records the largest share of energy consumption in both geographies, but represents a larger share in the Greater West of England, while the share for industrial, commercial and other sectors accounts for a smaller share.

In the Greater West of England, petroleum accounts for 45.4% of total consumption, followed by gas at 30.0% and electricity at 18.9%. Bioenergy and wastes account for 5.0%, while coal and manufactured fuels each account for less than 1%. 

Petroleum and gas account for the largest shares of energy consumption in most local authority areas. Petroleum ranges from 23.8% in Cheltenham to 58.6% in Cotswold, while gas ranges from 18.3% in Cotswold to 45.8% in Gloucester. 

Electricity ranges from 13.6% in North Somerset to 27.0% in Cheltenham. Bioenergy and wastes account for between 3.3% and 5.8%, while coal and manufactured fuels each account for less than 1% in all areas. 

In England excluding London, petroleum accounts for 42.6%, gas for 32.2% and electricity for 17.7%, with smaller shares for other fuel types.

Per-person consumption in the Greater West of England is 1.67 tonnes of oil equivalent, compared with 1.76 tonnes in England excluding London. 

Across local authorities, values range from 1.18 tonnes per person in Bristol to 2.41 tonnes in Tewkesbury. Higher values are also recorded in Cotswold (2.37 tonnes) and Stroud (2.18 tonnes), while lower values are recorded in Cheltenham (1.20 tonnes) and Bath and North East Somerset (1.26 tonnes).
